One of Pula’s most famous sea caves, Seagull Cave, also known as Golubova špilja, has been a top attraction for tourists seeking adventure, snorkeling, and stunning views. However, authorities, including JU Natura Histrica and the City of Pula, have decided to completely close Seagull Cave for all visitors in 2025 due to concerns over environmental damage, uncontrolled tourism, and safety risks.
This decision follows increasing media attention and reports from Morski.hr, which highlighted the dangers of unregulated visits, as well as previous enforcement actions by the Harbour Master’s Office in Pula. You can read in detail article where we wrote on this topic covering all small details of what was happening.
If you were planning to visit Seagull Cave in 2025, here’s what you need to know about the closure, fines, enforcement, and alternative places to explore.

1️⃣ "Faced with the endangerment of protected animal species, as well as threats to human lives—especially considering severe injuries to swimmers in the overcrowded area—the County Public Institution Natura Histrica and the City of Pula-Pola had no choice but to impose a complete ban on visiting the cave in all forms."
2️⃣ "Speleological sites, according to the Nature Protection Act, are of special interest to the Republic of Croatia, and visits are permitted exclusively to those holding a concession permit for visits or a research permit."
3️⃣ "The cave is home to various species of legally protected bats. Although pigeons are not protected, they have inhabited the cave as their natural home since ancient times."
4️⃣ "We have faced unauthorized lighting installations that altered the cave’s habitat conditions, climbing on cave walls, water pollution due to an excessive number of visitors, unsafe and irresponsible boat handling, and large amounts of waste accumulated on the cave’s shore."
5️⃣ "We also note that multiple analyses of the sea inside the cave have confirmed increased levels of intestinal enterococci and Escherichia coli, rendering the location periodically unsuitable for swimming, even though swimming inside the cave was never officially permitted."

At SkipperCro.com, we have personally witnessed the chaotic and unsafe conditions at Seagull Cave during our boat tours and visits to the area. Here’s what we saw with our own eyes:
Around 60 kayaks entering the cave at the same time, creating congestion inside the fragile ecosystem.
Boats anchoring just 2 meters from the entrance, violating previous safety guidelines.
Jumpers leaping from the cliffs right next to kayakers entering the cave, causing dangerous situations.
Scuba divers navigating between boats and kayaks, increasing the risk of accidents.
Reckless skippers renting boats who kept their engines running while swimmers moved around them, a highly dangerous practice.
We were even present on multiple occasions when the Harbour Master’s Office in Pula conducted enforcement actions to keep boats away. In late August 2024, authorities actively pulled boats from the area and issued fines to violators.
Some captains we know personally have shown us the tickets they received after bringing their tour boats too close to the cave. Fines were issued both to the boat owner and the captain, as the ultimate safety responsibility falls on the captain.
🚨 In 2025, if you plan to rent a boat, do not even think about going near Seagull Cave—you will receive a hefty fine, as detailed below in our article.
Areas like Cyclon Beach and the parking above Muzil could face significant access restrictions too and very soon. Currently we are listening to our first hand channels as they give us infos in advance due to concerns about conservation and overcrowding. Local authorities in Pula are actively monitoring the impact of tourists, especially concerning the preservation of natural sites. They've indicated that if visitor behavior this summer necessitates it, they may permanently close access to Seagull Cave.
.
The area has seen an increase in the number of tours and activities without proper permits, leading to higher scrutiny and potential fines. These actions are part of efforts to maintain the delicate balance of the local ecosystem while still allowing for tourist activities. Additionally, anchoring near the Seagull Cave is expected to remain restricted to protect the marine environment, urging visitors to use eco-friendly exploration methods like kayaking or paddleboarding
This focus on conservation is reflected in the increased regulation of activities around the Seagull Rocks, where the authorities are aiming to control the influx of tourists and unauthorized tour operators to protect the natural habitat. So that means no more Boat tours to cave and be very carefull what you are being sold from 2025 onward and make sure to check on our site a raw truth.
The closure of Seagull Cave is driven by several key environmental and safety concerns.
Reason | Details |
Overtourism & Crowding | Unregulated visits, especially in summer, have damaged fragile ecosystems inside the cave. |
Marine Pollution | Increased human presence has contaminated waters with plastics, sunscreen residues, and bacteria like E. coli. |
Wildlife Disruption | The cave is home to protected bat species & the endangered Mediterranean monk seal—both of which are heavily disturbed by tourists. |
Structural Damage | Unauthorized activities like climbing cave walls, setting up artificial lights, & anchoring boats near the entrance have harmed the cave’s interior. |
Safety Risks | Strong underwater currents & inexperienced kayakers/swimmers have led to multiple rescues by local authorities. |
The Regional Express article confirms that the ban applies to all types of visitors:
Authorities will strictly enforce these regulations, with significant fines for violators.
Authorities, including the City of Pula & JU Natura Histrica, have announced strict penalties for those who attempt to visit Seagull Cave during the closure period.
Violation | Fine for Individuals | Fine for Tour Operators/Companies |
Entering the cave by swimming/kayak/SUP | €132 | €3,300 - €26,500 |
Anchoring boats within 150 meters of the cave | €50 - €260 | €600 - €1,300 |
Organizing unauthorized tours to the cave | N/A | €5,000 - €15,000 |
These fines align with the penalties issued by the Harbour Master’s Office in previous enforcement efforts at Seagull Cave, which we covered in our previous article.
In 2024, the Harbour Master’s Office in Pula enforced a 150-meter anchoring ban around Seagull Cave, targeting boats and speedboats. However, kayakers, paddleboarders, and swimmers were still allowed to enter.
For 2025, the new full closure means no visitors at all—whether by boat, kayak, or swimming.
🚨 Important: Even though the 2024 crackdown led to dozens of fines, many tourists and boat rental operators continued violating the anchoring rules. This is why the City of Pula and Natura Histrica pushed for a complete closure in 2025.
